I have a different take on the incident. A couple of years ago, I found a archery foam deer target washed up in our woods after a flood. My brother-in-law put it up in a large field in back of his house. My sister mistook it for a llama (?). She called the police thinking that it had escaped from a farm up the road and that the police would know who to contact. Leaving aside the humor that this has generated, it suggests a more generous reading of the DesMoines Register article.

There are public and private zoos. I indirectly knew people who had a ocelot years ago (in connection with it tearing a hole in the roof - what a stupid pet choice!), and the wardens have said that there are several "pet" cougars here in Maine. So perhaps the thought that a bobcat is a domestic or zoo animal would prompt a call to the most accessible authority figures - the police.
