Those who think that the commercial striper harvest is effectively controlled by quotas, are ignoring the constant news of illegal harvest activity, oversized, undersized, and under the table. None of this ever gets counted against quota, and many people think that it is a very sizable percentage of the legal quota. Illegal fishing activity is a seemingly unavoidable part of commercial fishing for striped bass, and it will only end, or even be largely curtailed, by closing all markets for wild striped bass.
