Let's use the right standard
Anyone who spends any time looking at the facts relative to climate change has to believe that the problem is real. However, as is the case with any political issue, everyone tries to maneuver the solution so that they have to sacrifice less than others.
Thus we see the "emissions per person" notion coming out of China, which if accepted would assure that China and India would continue to make a significant contribution to the problem, not to the fix. It's time that we realize that the source of pollution, in the last analysis, is people. More people consume more resources, and thus produce more waste, including harmful emissions, than do fewer people. Even with modern, environmentally-sensitive technologies, more people will inevitably have a larger footprint.
Thus, instead of "emissions per person", or emissions as of a certain baseline date for each nation (and then providing exceptions for nations still developing their pollution potential), serious thought should be given to "emissions per square mile (or hectare, for the metrically-minded)" of any given nation, thus rewarding nations with reasonable family-planning policies, de jure or de facto, and creating the basis for social pressure against large families--which now lead to increased hardship for everyone--to build.
Such a concept would undoubtedly irk the Chinese and the Indians, not to mention the anti-family-planning loonies in mey own political party, but the latter, at least, are idiots who should be marginlalized as soon as possible, for everyone's sake.
